Shafir was born in Sarajevo, Yugoslavia. When the Nazis invaded, her family escaped to a small village called Kula, where she drew portraits of the villagers. After the war, she studied at the Art Academy of Zagreb before emigrating to Israel in 1949. In Israel, she rendered the faces of new immitrants, survivors of the Holocaust like herself, whose facial features reflected their diverse ethnic origins. She settled in Ashkelon, where she made a worldwide name for herself as a mosaic artist
